# Strategy Guide — Scenario 55: The County Line

**The win, named exactly as in the scenario data: "Ending — Back Across the Line."**

The best outcome: at the December 3rd review, Zola is placed with her aunt Beatrice in her home county, effective the following Monday, and re-enrolled in her old school — her reading group having kept her chair in the circle.

**Graph-walked winning route (verified programmatically against `scenario-55.json`):**

Final cash on the walked route: $179 of $205. The outcome gate requires `recordRead`, `studyApproved`, and `packetBuilt`.

**The dates, audited:** the kinship packet the file claims was mailed went out (as an intention) **February 12th**; Beatrice's own calls are logged in the agency's notes on **February 20th** and **March 9th**; the foster father's cardiac risk is documented in the file from **September 15th**; the placement unit's memo holding the Riverton bed is dated **Tuesday, October 20, 2026** — nine days *before* the emergency disruption entry of **Thursday, October 29, 2026**; the story opens **Monday, November 2, 2026**; the review is **Thursday, December 3, 2026**. The emergency was real; the county line was a plan. Both facts are argued, in that order.

**Verified law used:** the record request (55 Pa. Code § 3130.44(d)) — the only instrument that reconstructs February; the foster parent's and potential kinship care resource's hearing rights (42 Pa.C.S. § 6336.1, as amended by Act 48 of 2023; § 6302) — the Riverton foster mother's "thirty to sixty days" testimony and Beatrice's qualifications are both heard under it. Cross-county mechanics (the courtesy study, the transmittal) are taught as documented, chased process — no statute is invented for them.

**Traps traced to endings:**

- **Accepting the summary's word:** "non-responsive" is the summary's characterization; the file's own call notes refute it. Summaries are stories; records are evidence — the batch's refrain, here with a binder as co-archive.
- **The unchaperoned courtesy study:** sent once, received never. The winning route obtains the request in writing (who sent it, to whom, what date) and hand-carries the duplicate. Cross-county paper dies between certainties unless a person stands between them.
- **The credibility concession** (`county_capacity`): the packet *includes* the county's own report showing zero in-county beds on the night of the move. Conceding what's true buys the right to be believed about what isn't — the planned nine days and the unchecked aunt.
- **"Ending — A Bridge, Not a Move (partial)"** and **"Ending — Fifty Minutes":** the stability-deferred outcome and the unopposed-necessity outcome, respectively; both traced to which documents reached the bench.

**What no strategy controls:** the bed map (genuinely zero in-county beds in October — conceded in the data) and Beatrice's study outcome: had she failed it, the Riverton home would have been the right answer even on a perfect record. The strategy promised she would be *reached, studied, and answered in the open*. In kinship work, that promise kept is most of what "family finding" is supposed to mean.
