# Strategy Guide — Scenario 51: The Second Study

**The win, named exactly as in the scenario data: "Ending — Approved on the Second Look."**

The best outcome: the agency withdraws the kinship denial, approves Francine, and joins the placement request; Benny is placed with his aunt at the July 9th review — into the attic room that was finished in 2019 and invisible until documents made it visible.

**Graph-walked winning route (verified programmatically against `scenario-51.json`):**

`start → denial_anatomy → request_findings → felix_visit → attic_history → read_summary → marta_talk → correction_packet → measurements → call_lucia → the_drive51 → two_envelopes → supervisor_call → reconsideration → tricky_question → neighbors → restudy_set → restudy_day → ms_tomas_letter → approval_clock → lucia_call2 → hearing_prep51 → july_review → felix_bag → outcome51 → end_secondlook`

Final cash on the walked route: $186 of $210. The outcome gate requires `packetBuilt`, `reconsiderFiled`, and `recordCorrected` — the documentary correction packet, the written reconsideration, and the attic's 2019 completion established on the record.

**Verified law used:** the party's record right (55 Pa. Code § 3130.44(d)) — exercised by Silvia, Benny's mother, because the applicant-aunt is *not* a party and the guide says so plainly; the potential kinship care resource's right to be heard on qualifications (42 Pa.C.S. § 6336.1, as amended by Act 48 of 2023; § 6302). **Deliberately not used:** any courtroom appeal of the study itself. Pennsylvania's route for a kinship denial is documented reconsideration on a corrected record; the scenario models that and invents nothing. The one mention of Senate Bill 1499 appears in the winning debrief with the exact permitted wording — "introduced and in committee, not law" — flagged as context, never as authority.

**Traps traced to endings:**

- **Arguing adjectives:** the correction packet contains no claims about devotion — a lease, a meter bill, an egress receipt, dated measurements and photographs, and the neighbors' dated 2019 block-party photo. Adjectives are reserved for the hearing.
- **"Handled informally":** the supervisor's warm offer of an informal fresh look leaves no record of what was looked at. The winning route accepts the look and files the written reconsideration anyway, with the packet attached.
- **The attic question:** if the room had been finished *after* the denial, the packet becomes a renovation story and the timeline argument inverts. The 2019 receipts — kept in a coffee tin, produced on demand — are why the trap fails here.
- **"Ending — Heard, and Placed by the Court (partial)":** the approval signature still pending at the review; the court, having heard Francine on her qualifications, orders placement with the paperwork to follow in fourteen days. Labeled partial in the data because the placement rests on the court's order rather than the agency's approval — a distinction with payment and file consequences the guide preserves.
- **"Ending — The Long Way Around":** the denial stands because it was never made expensive to keep — findings unrequested, errors uncontradicted. Ninety days to the next review is enough to build the whole packet from a standing start.

**What no strategy controls:** the second worker's honesty (a rubber-stamp re-study defeats the packet's premise) and Silvia's recovery, on which every question the court asks ultimately depends. The applicant controlled the record. In kinship work the record is most of the game — the debrief says *most*, on purpose.
