# Strategy Guide — Scenario 104: "Fifteen Months, From Inside"

*Game documentation for a fictional simulation in "The First 90 Days" (Tactic Watch). The family, the case, and every choice below are fictional. This guide is general information about how the scenario is built — it is not legal advice for any real case.*

## (1) The win

**Best ending: "Fifteen Months, From Inside."**

This is a **partial** win, and it is labelled that way honestly — it is the best this scenario offers. At the fifteen-month review the documented-exception packet is in the record, no termination petition is filed, Harlow stays with her grandmother Geraldine, and Latrice's possible release and the reunification steps after it are written into the plan as a dated sequence. Latrice is **not** released in this ending, Harlow is **not** reunified in this ending, and the scenario ends — deliberately, as its batch discipline requires — at the filing decision. There is no ending here in which the clock is beaten by anything except paper filed before it struck.

## (2) The route

Verified by walking the scenario graph from the start node (see the verification note at the end). Key decision points, in order — node title, winning choice, and what it changes:

1. **The Record Request** — *Send the written record request through counsel under § 3130.44(d).* Cash −5. Sets **recordsRequested**. The agency file's silence about Latrice is discovered while there is still a year to fill it.
2. **The First Certificate** — *Copy the certificate, mail it twice, and log both dates.* Cash −5. Sets **certificatesCopied**. Every later certificate follows the same two-route rule.
3. **Geraldine's Statement** — *Have Geraldine's signed kinship statement filed with the agency and the court.* Cash −5. Sets **kinshipStatement**. The relative-placement exception existed as a fact from Day 0; this makes it exist as a documented fact a filing decision can cite.
4. **The Visit That Could Not Happen** — *Write the cancellation, its date, and its reason into your next letter the same week.* Sets **servicesLog**. The blank in the visit record acquires its reason while the week is still current.
5. **The Work Assignment Record** — *Request the work record in writing and copy it for both cabinets.* Cash −5. Sets **institutionRecord**. Boring paper with dates and other people's signatures.
6. **A Clear Conduct Record** — *Copy the clear conduct record into both files, with a covering letter.* Sets **conductRecord**. Documented emptiness becomes a sentence counsel can say at a review.
7. **The Plan That Came Back Unclaimed** — *Write, through counsel, asking for the plan to be re-sent and the returned envelope noted in the file.* Cash −5. Sets **planCorrected**. An unsigned plan stops looking, to a later reader, like a disengaged mother.
8. **A Review, Mid-Clock** — *Ask, through counsel, for the sent records to be noted as received and filed.* Sets **quarterlyLetters**. Mailed paper becomes acknowledged evidence.
9. **The Second Impossible Visit** — *Log it, write it, and have counsel send the scheduling record to the agency.* Re-sets **servicesLog**. Two impossible schedulings, documented the week each occurred, compose the services-not-provided record — a pattern of a schedule, not of a parent.
10. **The Second Certificate** — *Copy the second certificate twice, mail it twice, log both dates.* Cash −5. Re-sets **certificatesCopied**. The plan-named program is complete, and the completion is in both cabinets.
11. **Release, Written as Dates** — *Build the post-release sequence — window, steps, Geraldine's role — as dated plan language.* Sets **releasePlan**. Release after the fifteen-month date is a fact; this makes it a sequence a plan can protect.
12. **The Exception Packet** — *File the documented-exception packet before the fifteen-month review.* Cash −10. Sets **exceptionPacket**. All three exceptions, each pointing at pages beneath it: relative placement, documented compelling reason, services not provided as scheduled. Filing it — not carrying it in — is the move.
13. **The Fifteen-Month Review** — *Put the filed exception packet to the court — relative placement, documented compelling reason, services not provided as scheduled.* This choice is flag-gated: it is only available with **recordsRequested** + **exceptionPacket** + **kinshipStatement** all set. It leads directly to **"Fifteen Months, From Inside,"** with $20 of the $60 starting cash remaining.

Supporting choices along the same walk — Geraldine's filed update during her bad month at **Geraldine's Knee**, the folder audit and re-delivery with a receipt at **The Folder, Audited**, and the no-unprovable-sentence rule at **Assembling, Not Arguing** — keep the packet's foundations true at the moment it is filed.

## (3) Why this wins — the law as it is supposed to work

- **The clock is a filing duty with documented exceptions, not an automatic termination.** At fifteen of the most recent twenty-two months in foster care, the agency must file or join a termination petition *unless* an exception is documented (42 U.S.C. § 675(5)(E)): the child is being cared for by a relative; a compelling reason is documented in the case plan; or the agency has not provided the services identified as necessary. This scenario is built on the word "documented" three times over — each exception is won by a specific filing (the kinship statement, the institutional record and release sequence, the same-week scheduling logs), not by the underlying facts alone, all of which were true on every route.
- **The arithmetic is the strategy's spine.** Harlow entered care on Monday, June 2, 2025. Fifteen calendar months later is Wednesday, September 2, 2026 — Day 457, the review node itself. Every filing on the route is dated against that one date, and the packet is filed on Day 450, a week before it, because paper filed before the date it answers is evidence and paper carried in on the day is a speech.
- **The record request is the reconnaissance.** Agency records are released on request — 55 Pa. Code § 3130.44(d). Without it, Latrice spends fifteen months answering a file she has never read; with it, she learns in time that the file's problem is not hostility but an empty drawer.
- **Counsel is part of the machinery** (42 Pa.C.S. § 6337) — the packet is assembled with Ms. Thornbury, audited against the agency's own index, and filed through her.
- **A petition is not a termination.** The scenario ends at the filing decision and analyses no termination grounds. Had a petition been filed, the agency would still have had to prove its case by clear and convincing evidence at a separate hearing — which is why the other endings are setbacks in a continuing case, not verdicts on this mother.

## (4) The traps

1. **Trusting the file to be fair at "The Record Request."** Cost: no **recordsRequested** — the winning choice at the fifteen-month review is flag-gated on it, so the best ending closes on Day 60, fifteen months before the review it decides.
2. **Mailing the original certificate once at "The First Certificate."** Cost: no **certificatesCopied** — the institution's progress exists, the agency's file does not hold it, and the packet's compelling-reason section is built on a mother's say-so.
3. **Letting the placement speak for itself at "Geraldine's Statement."** Cost: no filed **kinshipStatement** — the strongest exception in the case, true since Day 0, cannot be cited by the decision-maker who needs it in writing, and the gated review choice closes.
4. **Carrying the packet to the review at "The Exception Packet" instead of filing it.** Cost: no **exceptionPacket** — paper the other side reads for the first time in public, on the deadline, is treated as a speech; the route falls to the petition ending. Trusting the facts to be obvious without any packet routes instead to the goal-change hearing and **"Goal Change on an Unbuilt Record."**
5. **Making the speech at "The Fifteen-Month Review."** Cost: the whole case at this stage. The speech is true, and it leads directly to **"The Petition, Filed on an Empty Drawer"** — because filing decisions are made from files, and the file is what the route either built or did not.

## (5) What no strategy controls

The release decision, which sits after the fifteen-month date and outside every character's hands in this story. The institution's mail, the scheduling systems that produced the impossible visits, Geraldine's health, the agency's filing posture, the judge's reading of the packet, and plain luck — a caseworker who carried one certificate across the corridor herself could have changed a lesser route, and no route can order that kindness into existence. The strategy's claim is narrower: that on Wednesday, September 2, 2026, the filing decision was made about a record instead of about an absence mistaken for one — and that difference was built, letter by copied letter, from inside.

*Verification: this route was walked programmatically against `scenario-104.json` — each named choice was followed from the start node in order; every intermediate node and choice exists; every flag-gated choice's requirements were satisfied by flags set earlier on the walk; the walk terminates at the ending node titled "Fifteen Months, From Inside" after visiting 35 nodes, with $20 of the $60 starting cash remaining.*
