# Strategy Guide — Scenario 103: "What the Form Calls Neglect"

*Game documentation for a fictional simulation in "The First 90 Days" (Tactic Watch). The family, the case, and every choice below are fictional. This guide is general information about how the scenario is built — it is not legal advice for any real case.*

## (1) The win

**Best ending: "What the Form Calls Neglect."**

This is the scenario's **full** win, and it is labelled that way honestly: the case is closed without adjudication, Gloria and Edith were never separated — not for one night — and the agency file's last entry is the corrected record rather than the original scored form. Edith was never removed on this route. The win does not give Gloria a house, a kitchen, or a shorter waitlist; it gives her back the thing the form had taken, which is an accurate description of her family.

## (2) The route

Verified by walking the scenario graph from the start node (see the verification note at the end). Key decision points, in order — node title, winning choice, and what it changes:

1. **Preparing the Room** — *Clean the room, lay out the rent receipts, and let it be what it is.* Sets **roomDocumented**; hidden item: home as observed — clean, ordered, receipts laid out.
2. **A Folder, From Day One** — *Start the folder tonight — pay stubs, motel receipts, school notes, dated.* Sets **keptFolder**. Documentation discipline begins on Day 13, before anyone knows which pages will matter.
3. **The Work Record** — *Ask your supervisor for a signed, dated work statement and file it.* Cash −5. Sets **workRecords**. The room is shown to be paid for by work that has not stopped.
4. **The Record Request** — *Sign and send the written record request under § 3130.44(d).* Cash −10. Sets **recordsRequested** — the highest-leverage move in the scenario. Without the packet, there is nothing to correct.
5. **The Correction Letter** — *File the written correction with receipts and the attendance record attached.* Cash −5. Sets **correctionFiled**. Item by item, conditions (no kitchen, utilities in the motel's name) are separated from conduct (attendance, homework, a room paid current) inside the agency's own file.
6. **Services, Concrete and Otherwise** — *Accept the concrete services in writing, and log every offer with its date.* Sets **servicesAccepted**. Food and housing navigation are accepted where they are concrete — acceptance is logged, not framed as an admission.
7. **The Week the Food Arrived — and the Call That Didn't** — *Keep both logs — what arrived, and what did not.* Sets **serviceLog**. The delivered food and the voicemail-box referral that never called back are recorded with the same care, in the same handwriting.
8. **The Housing Navigator and the List** — *Apply, and get the dated application and waitlist position in writing.* Cash −5. Sets **waitlistPaper**. A dated application proves a mother in a queue, not a mother waiting to be rescued.
9. **The Manager's Ledger** — *Get the signed ledger copy and file it with the receipts.* Sets **managerLetter**. A stranger's ledger — paid current, every week — is paper a file finds hard to argue with.
10. **The Family Meeting** — *Ask for the meeting's conclusions in writing before you leave.* Sets **meetingWritten**. The correction is discussed on the record, in the file's language.
11. **The Night the Threat Was Made** — *Put Mr. Cordero on speaker and lay the filed correction, the record packet, and the folder on the table.* This choice is flag-gated: it is only available with **recordsRequested** + **correctionFiled** both set. It leads to "Paper, Answered at Night" — no placement, a follow-up visit scheduled in writing. Every other answer at this node leads to the motel-door removal branch.
12. **The Referral That Went Nowhere** — *Ask for your service log to be attached to the agency file.* Re-sets **serviceLog**. Offered and not delivered are both in the file now.
13. **Vera's Second Note** — *Take Vera's note and the updated folder to the review preparation.* Sets **schoolLetter**. Edith's attendance is unbroken and her reading has progressed — recorded by the teacher who saw her every day.
14. **The Review** — the written recommendation (no adjudication sought) is requested and filed that night at **The Last Visit**, closing the walk at **"What the Form Calls Neglect"** with $145 of the $170 starting cash remaining.

## (3) Why this wins — the law as it is supposed to work

- **The record request converts weather into information.** Agency assessment records are released on request — 55 Pa. Code § 3130.44(d). Step 4 is that right, exercised in writing on Day 20. Only a parent who has seen the form's items can answer them item by item; the correction at Step 5 is § 3130.44(d)'s whole strategic value, spent correctly.
- **Counsel is part of the machinery from the start** (right to counsel, including appointed counsel — 42 Pa.C.S. § 6337). Mr. Cordero's distinction — conditions are not conduct — only wins because it is filed, with receipts attached, not merely said at a meeting.
- **The shelter-care clock is the price of arriving unprepared, stated honestly.** On this route Edith is never placed, so the 72-hour rule (42 Pa.C.S. § 6332; 23 Pa.C.S. § 6315(d)) never fires. On the removal branch it does — placement on Day 62, hearing on Day 65 — and the debriefs there show what a hearing sounds like when the file holds only the form.
- **Delivered and undelivered services are both record facts.** The food that arrived changed Edith's mornings; the referral that never called back is a fact about the referral. The winning route logs both with dates and asks for the log to be attached — documentation, not accusation.
- Nothing in the route disputes that the form's items were literally true. It wins by completing the record around them until a stranger reading the file can tell a family in danger from a family in a motel.

## (4) The traps

1. **Trusting the agency's file at "A Folder, From Day One."** Cost: no **keptFolder** — every later page (work statement, ledger, logs) has nowhere organised to live, and the correction is built from memory instead of receipts.
2. **Waiting at "The Record Request" until you know more.** Cost: no **recordsRequested** — the gated choice at "The Night the Threat Was Made" closes, because there is no packet to lay on the table, and the threat branch leads to placement that night.
3. **Explaining the difference orally at "The Correction Letter" instead of filing it.** Cost: no **correctionFiled** — the same gated choice closes from the other side. Spoken corrections live in a listener's notes; the supervisor deciding on placement reads a file.
4. **Declining all services at "Services, Concrete and Otherwise"** because accepting help feels like agreeing with the form. Cost: no **servicesAccepted**, no delivered-food log, and the file records a refusal in a box — while Edith's hungry mornings, the one item that was actually improving, stay unimproved and undocumented.
5. **Closing the door at "The Night the Threat Was Made."** Cost: the whole route. The file records the closed door, not the reasons for it, and the story moves to the motel-door removal, a Day 65 shelter care hearing, and — if the late-built folder cannot recover the record — adjudication on the poverty record.

## (5) What no strategy controls

The neighbour whose loud night produced the fresh report. The supervisor who happened to be on the phone the night of the threat, and the reader who happened to take the review. The waitlist, which moves at its own speed and had not moved by the closing. Vera's diligence, the manager's ledger-keeping, and the plain luck that the concrete services in this case were, in fact, delivered. The route controls only what was ever Gloria's: that the request was written, the correction was filed, and the logs were kept from Day 13 — so that on the one night the file was read under pressure, it already contained the difference between poverty and neglect.

*Verification: this route was walked programmatically against `scenario-103.json` — each named choice was followed from the start node in order; every intermediate node and choice exists; every flag-gated choice's requirements were satisfied by flags set earlier on the walk; the walk terminates at the ending node titled "What the Form Calls Neglect" after visiting 34 nodes, with $145 of the $170 starting cash remaining.*
